In many urban areas in developing countries, the increase in the urban population and rapid urban development have aggravated environmental hazards. In addition to changing land use, physical development has faced serious limitations in providing the basic needs of the urban society, including the supply of healthy and sufficient water, per capita green space, urban waste management and environmental pollution. The current research is applied in terms of purpose and analytical in terms of method. The statistical population consists of academic researchers and relevant specialists in Yazd city, who were selected by purposeful sampling. Twenty university researchers and research experts were selected by using judgmental purposeful sampling. In order to achieve the goals of the research, the structural interpretive modeling of the relationships between the factors was determined by using the new analytical methodology. Factors were analyzed according to their influencing and susceptibility on other criteria. The results showed that the structural-interpretive model has three levels and the managerial and physical factors are the most important factors affecting the internal urban development in Yazd. In other words, any action to lay the groundwork for inner development of the city requires attention to these factors along with other related factors.
